I did very well in USVO as I have in NPCT and ECIC all of which are

Eagle Capital International, Ltd. Announces Signings

SALT LAKE CITY--(BUSINESS WIRE)--March 30, 1999--Eagle Capital International,
Ltd. (OTCBB: ECIC - news) Douglas Alan Dent, President, announced that Eagle has
signed a commitment to begin construction on some of its projects in India in the next 30-45
days.

Meetings held in Bombay, India last week with the heads of government agencies such as MHADA, HUDCO, CITCO and
SPPL, as well as with major architectural firms, contractors and developers resulted in two commitment letters with others
pending.

Last week, a commitment was signed to begin construction on the first 965 villa units in Kardi within 30 to 45 days.
Construction on 6,000 housing units for the Maharastra Workers Union will also begin as soon as the final transfer of property
from the government is completed. These two projects represent sales of approximately 8 million blocks that should generate
revenues of approximately $17 million and net profits of approximately $2 million to Construction Technologies of India, an
Eagle controlled joint venture. These projects are in addition to the project announced on February 23, 1999, which has been
temporarily delayed pending the resolution of a political issue.

The overall development and rollout of Eagle's projects in India is on schedule with numerous additional projects in negotiation.
The SPPL (Slum Rehabilitation Agency) is committed to 200,000 housing units by the year 2000.
