You put a receiver on top of the building and distribute the signal over existing nets. You may have to pull HFC or something better in the building, but you aren't faced with pulling it through the sewers and all the ownership red tape that involves. You have to remember that this is initially a for-business technology. The point is the intermediate distribution, the "last mile" before premises, is substantially addressed. Maybe I'm just a Ka band junky still looking for an aerial fix.
