Incorrect. An html file is all text based. You could easily view/edit an html file in a text editor. And if you wanted to save an html file as a text file, you could simply rename the extension because the actual file format is the same.

However, you can't simply rename a text file into an html file and expect it to be viewable as a web page. If your text file has HTML coding in it, and you want it to have an htm(html) extension, just rename and place that extension at the end. I hope that answers your question.

Windows Explorer by default will not show file extensions if there is a program associated with it. You have to manually turn this 'feature' off. To do so, open up View Options from the menu bar and remove the check for Hide File Extensions For Known File Types. That should work for you.
