I guess this is dress rehearsal before the big show. I don't recall seeing any news about BLLS having an agreement with Quicken, but in the press release it states:

SAWS employees participating in the pilot will view and pay their water bills through the major bill payment Internet Web sites, such as CheckFree and Quicken.
