well, basically the government decided it would throw in a few bucks to help develop NGI. But, as we've seen many times, most of the funding will come from private sources, such as universities, and large companies. But then again, so far it is mainly high schools and entire counties of school districts that are participating in NGI, therefore the government has so far provided the funding.
