Cant be. If PCHR was asking below the BID he would be filled 'immediately'. Sometimes they have a problem and u see very low asks at the top of the screen even tho that ask was filled and the prices moved up. You will notice that that 'bid/ask' will be in RED color and will nnot move up or down.
