I totally agree. Never has a military operation totally succeeded on air power alone. As the movie Saving Private Ryan graphically illustrates, you don't win wars without letting some blood. This is a terrible price, yes, but it's a price that Clinton and NATO aren't facing up to.
So, in my opinion, either:
1) Make a plan on sending in ground troops at an appropriate time, OR
2) Cease fire altogether and consider the message to Milosovic sent, sealed, and delivered.
And Clinton, for God's sake, draw up some clearly-defined objectives for the war in Kosovo. Do you truly want to pay the price and defend ethnic Albanians? Or do you just want to send a message to Milosovic, realizing that American lives are not worth risking for a tiny east European territory? You can argue for either side, but please, take a side and stop being a fence-sitting politician.
