Im not so sure we "won" as decisively as we may have thought. We may have turned the Bears' attention inwards, but the hardliners are still there and they still despise the US.

Our "victory" in 1989 may have been shortlived, as it seems the current adminstration has bungled things so badly, and the Rusians are playing politics so well, that the US political hegemony is collapsing. I didnt care for Bush, but the man had rock solid foreign policy and a strong administration to push it. Clinton's weakness is bursting out at the seams.
