Who is the analyst at N. B. Montgomery?

What kind of an analyst is this person?

On September 8, 1998, N. B. Montgomery issued an upgrade on FLC from hold to buy. The share price of FLC on the prior trading day closed at $12.00/share.

So why should I sell my FLC today under $9.00 when the same brokerage was telling me I should be buying this security six months ago at $12.00???? Oil prices are much higher now than they were back on September 8th and there is a lot less uncertainty now regarding FLC's financing to complete its deep water projects.

Did anybody read this analyst's report? Can you explain the logic as to why I should have been buying FLC 6 months ago at $12/share and now I am supposed to be selling it under $9/share? How is an investor supposed to make any money following this type of advice?
