A lot of DRAM companies have formed alliances to produce reticles for their needs; the Dupont operation in Texas is a good example. It is a partnership with MU, AMD and others. Several other DRAM manufactures are doing on site reticle generation. With the complexity of designs it is often difficult to transmit, via FTP, without several errors. Thus increasing expense and time to first wafer.

Mu has in house, as does Samsung, an extensive "mask" department, which can make many repairs that in the past would have to be, sent back, and regenerated. Also with the DUV and newer I-line steppers the masks are lasting longer too.
