About the Yugoslavian government tracking down individual users

Let's be more specific --- it's the Serbian para-military death squads tracking down intellectuals in Kosovo and executing them.

The term intellectual includes all moderate political leaders that are visible to the secret police, all writers, editors, poets, artists and other representatives of the literate community in Kosovo.

So assuming you were using the internet to post information about what was happening in Kosovo in your town, with a registered (remember that is essential) PIII they could track the message to your house and kill you, and your family --- depending on whether the death squad contained hardened criminals or just the kind that believe it's their duty to kill you (the good Nazis).

On the subject of invading Kosovo. It should be remembered that under the original plan the Serbs were supposed to allow a peace keeping force to occupy Kosovo while the moderate Kosovites set up an autonomous region within Yugoslavia --- not an independent state. The objective of the bombing was to limit Milosevic's military potential. Obviously NATO did not expect that he would turn the tanks on the civilian population the way he did.

As to invading Kosovo with a NATO force, I'm opposed to it. Our objective is to diminish and destroy Milosevic's ability to create trouble beyond Serbia's borders --- to destroy his military forces. You cannot destroy paramilitary forces with bombing or even troops. Any invasion of Serbia will put us inthe position of trying to determine for another country how they should handle their internal affairs. That is not our purpose in the world. There is a big difference between supporting the right of self-determination and imposing territorial splits on other countries. (witness Vietnam, Korea, China, and the boundaries imposed in Africa to carve out various states along colonial lines---a source of endless trouble)
