Well, they would make money from the sale of Telephony server software and perhaps client software licensing. In many cases, IP Telephony has at this time, limited uses (when you look at the ROI) such as call centers or voice messaging systems so IP Telephony is not replacing traditional PBX based phone systems wholesale.

I'm not saying that won't change but I don't see a "revolution" in this area any time soon. Perhaps in 3 years, as more products come online which are IP-based we will see a larger demand for IP Telephony.
