Small cap. mutual funds were among the worst, if not the worst performing fund groups in 99Q1. They are probably being hit with heavy redemptions, thus forcing investment portfolio liquidation. Rightly or wrongly, small cap stocks are on sale and will probably continue to be on sale until value is perceived.
