The new weapon - the Objective Individual Combat Weapon - is still under development, and will not be deployed until 2005. I can't imagine 45k weapons for development.
There is also a recently announced (3/15/99) $7.1 million Alliant sub-contract to KDI Precision Products to provide very small Li-poly batteries for artillary shells that KDI is producing. Maybe that's the contract he spoke of?
