Another possible scenario.

Escalation of military action against Serbia. Serbian media releases to the contrary, the ongoing NATO attacks are having a significant effect on Serbian military (and civilian) infrastructure. If they weren't, they wouldn't be denying the effects so vociferously. Milosevic is starting to remind me of the Black Knight in Monty Python's "Quest for the Holy Grail". Even as he is getting his arms and legs cut off, one at a time, he keeps up his trash talk, ending up with a defiant threat to chew on Arthur's (NATO's) knees or head butt him in the groin while hopping around on the nubs of his amputated legs.

As far as your green card ideas, I say we reserve just one green card, for the person, irregardless of ethnic origin, that puts a bullet in Milosevic's head.

P.S. As far as the reports of NATO utilizing the Greek port of Thessaloniki as a martialling point for a ground attack on Serbia, you've got to be kidding. If Thessaloniki is anything like the Greek ports of Patras where I lived, or Piraeus, then NATO would have to try to schedule it's operations for the two months out of the year when the Greek dock workers weren't on strike. NATO would be better off coming in through Albania. At least the roads would probably be better.
