First -- Milosevic agreed to everything except NATO troops -- Holbrooke and Milosevic did reach a compromise for international peace keeping force that was non- NATO -- and Holbrooke was urging Albright and Clinton to accept it. Albright held firm and said it was NATO troops or nothing -- Holbrooke urged her to reconsider and urged the President to compromise -- but Albright said no way and the President went with his Secretary of State and not the man that was dealing with Milosevic directly. So we went to war instead of compromising.

Second -- Holbrooke has been all over the air saying Milosevic's last words to him were -- "Will I ever see you again" I don't think that was bluff or even brazen puffery -- I think it reflects that Milosevic understood the chazem he was crossing -- and fully never expected to see Holbrooke again. Meaning he understood this could be a very long long turmoil that he might not survive (and i do not mean politicaly) -- and by that i do not mean he was suicidal -- to the contrary he was resigned to do what he felt he must do even though he fully understood the consequences -- that even if he did survive we would brand him as a murdering evil nut case.

thirdly one of the big problems from the get go is that there has been no one to negoitate with on the Albanian Kosovar side. No matter who you get an agreement with -- there is always someone who says they were illegitimate and they will not abide by the deal -- your post is evidence of this -- as it is unlikely that if Ibrahim does agree to anything -- that the KLA will support him -- in fact if he agrees to anything too moderate it may be the KLA that kills him.

Through out much of the negoitations -- the Albanian Kosovar representative would agree to things with Milosevic and the US and then retract it once back home and threatened by the KLA.

This whole thing is one huge mess -- now there's an understatement.

I really won't be posting much anymore -- I've been watching this disaster in slow motion for too long -- I think any real chance at meaningful talks and peace that might work passed with Robert Fraiser on that road in Bosnia -- although recently I do think Holbrooke was building a relationship with Milosevic that might have borne fruit -- I think that is dead now.
