You are, of course, correct that evolution has no teleology, but is purely mechanistic. But it is incorrect to say that PE is just an innocent theory. It was specifically designed to remove the appearance of progress in evolution. In other words, it was not, as promulgated by Gould, a way of explaining gaps in the fossil record, but of using gaps in the fossil record to promote a theory of the utter capriciousness of evolution, for political purposes.
