MAC pledging their interest in Bumbat without MGR approval does not seem pivitol to me. The TD Mongolian Bank will likely IMO just take over the delinquent MAC and extinguish any controversy that they will own 51%. Of course, it makes sense that they, in that process, will now have to account for the participation deficiency. It is unclear to me why MGR hasn't acted to rectify the participation deficiency by declaring their larger ownership. Seems to me that having control of the mine would be beneficial??

I find it hard to believe that a company with no capital will be pivitol to Mongolia's future. I do agree that there will be caution exercised by subsequent investing companies....but....not conclusive IMO that it revolves anytime around MGR.
