It hasn't been announced, but it is obvious that the institutional investor making that purchase comes from (I believe!) the Minnesota area. I don't have time to look up the name now, but they were also a significant factor in a purchase of debentures some years ago.

The filings are at the S.E.C.....and some of their "footprints" can be seen in former 13D filings.
