It has to do with U.S. Marines training to close access to freeways in Los Angeles.
Why Marines? Because they are not under the 1878 Posse Comitatus law.
Why freeways? Because the outbound freeways must be kept open if the city is to be supplied in an emergency. To get empty trucks back to supply centers (wherever they are, whatever they are), the outbound lanes must be open.
Why on-ramps? Because a few men with weapons can keep freeways open if they are posted at on-ramps.
Why training? Because any program this complex must be practiced in advance. There are a lot of on-ramps in southern California.
Have I verified this rumor? No.
Do I believe it? Yes.
Why? Because they have no other choice. They have to keep the freeways open.

He's missing classes right up to Finals week, when he's supposed to return and take his exams. The reason: preparing for Urban activities related to Y2K!
This is another piece of evidence indicating that the government (and hence the military) believes something is going to happen to disrupt services - regardless of what they say publicly. I write to tell you this is now a confirmed fact.
I immediately contacted my cousin who lives south of San Diego and is an honorably discharged Marine. I explained what I had read on your site and he related the following to me.
He has personally seen Marines in biochemical protective wear running timed drills at the Las Pulgas exit off of the I-5 freeway. He described their quickly blocking on and off ramps and then setting up a command post. They then broke it all down and repeated the drill.
Naturally he was very curious. He related the events to a neighbor of his who is a retired member of the Marines that still works at the nearby Pendleton Marine Base. My cousin's friend said he would look into the matter.
His friend reported back that the Marines were indeed training to block freeway onramps and offramps and take control of freeways in Southern California in the event of a 'biological or nuclear attack'. (Similar 'biological' training exercises have made local headlines in the Monterey area, though not of a 'freeway containment' nature).
What he said next scared me. My cousin told me that his friend also stated that the military was contracting with major fence construction companies in southern California to prepare to erect fences around major cities. This was needed, he said, to contain any possible infectious persons in the event of a biological event. He even went so far as to name a local fence construction company that had recently secured one of these govt. contracts. The Alcorn Fence Company. I have verified that they have at least five locations across southern California. They would not verify whether or not they had recently contracted with the government to build fences, and in fact became very stiff-lipped and guarded when I brought this up in conversation.
I am sure southern Cal is not the only place this kind of activity is occurring. I hope others that visit your site can verify within their cities this type of activity and report back their findings. Surely this must be occurring on a national level.
We both know why these events have just started within the last two months, as told to me by my cousin. I fear for the lives of those who refuse to take this deadly serious...

The fences would be used for containment, but not of whole cities. A fence large enough to contain all of Los Angeles would be pretty long. But for detainment centers, fencing is a must.
