I believe you may have missed the point.

This is (was?) not a published research report.

It was a d-r-a-f-t of a research report which has (had) not yet been published.

If it was provided to Skip by TSIS, in advance of its publication, then he certainly had advance information over other investors who had not received a copy of it.

Now if someone discovered and took advantage of an already-published research report (perhaps because he was a better online researcher) then more power to him.
