Mark, you're probably correct about QWST's inherited reporting practices from the LCI regime.

What about reliability and survivability, though? During the past three days, this is the second time that I have read of a QWST outage affecting service for users. Although, I have to state that I'm still waiting for confirmation on the first alleged fiber cut which was said to take place in Colorado. Can you confirm this incident, or shed any more light on it?

Is it possible that the new carriers are not making optimal use of self-healing capabilities that reside within the SONET architectures they are building. If they had incorporated these features, they wouldn't have been knocked out of service by a single cut.

And as for the ILEC outage, I'd like to hear more about that one too. Perhaps there's something on the NANOG boards about these. If so, I'll report back. Again, these are only hearsay as of this point, as far as I'm concerned. But they should be looked into. Frank_C.
