When a stock is placed in a "no margin" catagory that simply means you need to have an equivelent amount of cash value to cover your position in that stock. One brokerage account (a margin one) I use is Datek, where NAVR is catagorized as "no margin", however I CAN short NAVR in this account, provided shares are available to borrow. If they aren't the stock is idenitified as a NS or "no short".
Of course you can't use a no margin (such as ira) account to short, however the term "no margin" as a catagory for a stock refers to the fact you need cash rather than margin to cover your position (applies to short and long positions).
