Actually Larry is a talented guy but his lieutenants (including Lane) are overrated
I tend to disagree. Larry is certainly talented but has been unfocused of years. Lane has brought enough discipline to keep the base business in line. He is a very strong operational manager. Larry, as far as I can tell, has almost no interest in operational process.

Oracle's real problem is that they have consistently misfired in their strategy to shift away from the DB business. And Larry has been a lead figure in siphoning off both talent and cash to fund tilting at windmills while the base business suffers.
