The infrastructure (backbone) of the Internet in China is hampered by limited bandwidth. This is improving, but I'm sure they felt it would be more efficient for E. Cheung to run the IR site from his base in Vancouver, especially since he's just acquired Canada's largest Web Hosting Company, NetNation, thru his other company CBET.
