You may have meant "authorized" shares instead of "outstanding" shares???

And, actually, the BIOM shares certainly could be sold by ADOT to a qualified private investor. An investment banker maybe, or a well-heeled individual with sufficient "sophistication" to satisfy the SEC. It's done all the time. If it occurred in this case, the proceeds from the sale of any BIOM shares would flow right into ADOT's vault. Who knows, they may actually decide to do just that, and that may be even hinted at by the way the press release was worded. JMO.
