I think we all know what the steps were. First the rhetoric, taken up in the streets by the people who always take the easy excuse to be hateful, we have them in the US, they are in your neighborhood. Then the more organized hate- signs in shop windows, firings from jobs, evictions, yellow stars- and then the full machinery of the State turned on the Jews followed by violence and the relocations and death camps.

It is not extremely helpful to load the Balkans with the baggage of the Holocaust. In the Jews we have a completely innocent minority who were made the scapegoats for a ruthless dictators dream of world conquest. In the Balkans you need a scorecard to tell the innocents- and that score card will be long and drenched in blood. It is not the same. The Balkans are much more akin to the Tutsi/ Hutu conflict which is about perceived power differences, land grabs and ancient grudges. No innocents there either.
