TSE 300 COMPOSITE INDEX NOTICE --
TORONTO, ONTARIO, April 1, 1999

TORONTO, ONTARIO, April 1, 1999 -- Effective
before the open on Friday, April 16, 1999, the
common shares of Royal Oak Mines Inc. (RYO), and
Fracmaster Ltd. (FMA) will be removed from the TSE
300 Composite Index for failure to meet TSE 300
Composite Index Maintenance Policy #2. This policy
states that if a stock appears in the TSE 300 QMV
report at calendar quarter end with a 0.00 relative
weight, it will be removed from the Index at the
opening of the expiry of the following month's options
and futures contracts.

Please note the following changes to the TSE 300
Composite Index before the open on Friday, April 16,
1999:

Stocks to be added:

Bid.Com International Inc. J (BII)
Group/Subgroup - 12.07 Online Services

TVA Group Inc. Cl. B (TVA.B)
Group/Subgroup - 11.01 Broadcasting

Stocks to be removed:

Royal Oak Mines Inc. (RYO)
Group/Subgroup - 2.3 Gold & Precious Minerals

Fracmaster Ltd. (FMA)
Group/Subgroup - 3.3 Oil and Gas Services

Note: Bid.Com International Inc. J (BII), and TVA
Group Inc. Cl. B (TVA.B) will also be added to and
Royal Oak Mines Inc. (RYO), and Fracmaster Ltd.
(FMA) will be removed from the TSE 200 Index
effective before the open on Friday, April 16, 1999.

In the event that either of the above companies cease
to meet other index maintenance policies prior to
April 16, 1999, the company will be removed at the
earliest practical date in accordance with TSE 300
Composite Index maintenance rules and will be
replaced with Bid.Com International Inc.
