George, here is a painless way to end the war.
BUY KOSOVO for the ethnic Albanians!!!!
Here's how it would work. There are 200,000 Serbs living in Kosovo who own 70% of the land. The ethnic Albanians own the rest.
NATO would offer $250,000 to every Serb in Kosovo on condition they quit claim their property and transfer the deeds over to the Albanians and move out of Kosovo. A family of four would receive $1 million. The total cost to NATO would be $50 billion. There are 19 countries in NATO so the average cost per country would be around $2.63 billion.

This would be much cheaper than a protracted war and there would be zero casualties on both sides. So as not to upset current budgets every NATO country could raise their cigarette tax by 10 cents a pack to raise the $50 billion.
