What about their market penetration in other major metropolitan areas? 'Cause all we read on this side of the lake about VIP is how great the business is in Moscow. Who is/are the cell business mover(s) in St. Pete? What kind of competition can they generate?

Also, your price comparison is very much skewed. Yes, the price per customer is roughly as you stated. However, how many of Moscovites do have cell service? In U.S., they give the older models away to customers just to sign them up for service. Can you imagine how much new business this generates? Even if those customers rarely use the phone itself, they still get charged a monthly fee, and in volume it all adds up very nicely on the bottom line.
