To blame the genocide of Kosovars on NATO is akin to blaming the acts of a serial
killer on the rest of society.

No. It's closet to blaming the bombing of the World Trade Center on our actions in the Middle East. Or Iraq's invasion of Kuwait on our clearly given signals that we wouldn't do anything about it. Actions have consequences. In this case, Clinton was told quite clearly what the consequences would be, and they happened. To deny responsibility for them is puerile.
