ATT news summary...maybe this has something to do with the price.

AT&T CORP. (T: 40-3/4, + 7/8) will begin testing an electronic
box that would advance the company's ambitions to offer local phone
services nationwide, The Wall Street Journal said Monday in its
electronic edition. The report said the box would directly link
home telephones to the AT&T wireless network. AT&T may charge as
little as a $10 flat monthly fee to let users make unlimited local
calls from their homes, the report said.
