Well the point there is that NT currently won't run without some obvious devices -- keyboard, mouse, monitor, etc. People are trying to use NT "behind the scenes", e.g. to poll a temperature device every second and adjust a window position in a greenhouse or something. Microsoft calls this "embedded", and currently is dominant here with MS DOS (yes, MSDOS).

This, however, is distinct from Real-Time situations where the OS has to be a bit more sophisticated. E.g. checking the temperature every millisecond and adjusting the flow of fuel within another millisecond (or the engine explodes). This cannot be handled by NT, even embedded NT. This is where VxWorks is strong.
