When to get into a fund?

Since I prize the discussion here so much for its practical bent, I wonder if I might get some opinions on when a good ('good' here meaning 'prudent') time is to invest in a fund. And I refer here to the age of the fund rather than the age of the investor. I saw a show a few weeks back on which an analyst was expressing some concern with managers who re-open funds to new investment rather than set a firm limit on the maximum amount in any one fund. While I understand that there are a number of different factors that can weigh in to the decision to open a fund back up, it does seem to make a fair amount of sense to hold to a declared limit, if for nothing else than to establish a sense of trust in your investors

I like the PBHG family and what I hear and read about Pilgrim et. al. While I had initially been looking into the Tech. & Comm. fund (which while volatile in any given month surely has good potential over the long haul), I'm also interested in Emerging Growth.
