The least NATO (IMO) will accept is:
1. Cease fire and withdrawal of all Serb troops from Kosovo, controlled disbandment and disarming of paramilitary Serb organizations.
2. Establishment of Kosovar autonomous government (free elections).
3. Resettlement and compensation of Kosavar refugees (this will be paid by loans to Yugoslavia which it is understood will later be forgiven when Yugoslavia breaks up). .
4. Kosovo to remain (nominally) a part of Serbia, hence Yugoslavia.

It appears that none of the terms are presently acceptable to Milosovic, but with NATO it is all or nothing. JMO.

The fourth term will be unacceptable by KLA. In the absence of a functioning Kosovo government the agreement will not include KLA or Kosovo government. Some nominal political leaders may be induced to sign on behalf of the Kosovars.
