My feeling is exactly the opposite.

In popular speaking they are used interchangeably, hence they are
of equal impact.

Significant is more a word of educated people. College professor love "significance". I means non zero.

Substantial mean approximately the same as "a lot". This more than nonzero.

On another topic:

380 Mhz K6-2 is $82
366 Mhz K6-2 is $89

last week they were equal. This is further evidence that the tail of
the current production yield does not produce many parts slower than 380 Mhz.

Flash to Paul the 400 Mhz K-2 is now $99 ($1 less than last week). What does this mean Paul?
