This is misinformed for two reasons. First, yes the KLA were getting their butts whupped in 98, but they learned fast from all reports and at the time of Ramboullet the KLA were holding considerable swaths of Kosovo where Serbian police would not venture.

Two, it seems everyone has forgotten the explicit demands of NATO at the French accords: stop the violence, sign the darn paper, whoever doesnt, gets bombed. The Serbs didnt, the Serbs got bombed.
