This dedication to international legalism is quite appalling. Criminal campaign? What laws have been broken? No US or European state laws that I know of. The UN does not have a monopoly on morality or the use of force. When Vietnam invaded Cambodia to overthrow the Khmer Rouge, the UN continued to recognize this brutal regime as the legitimate government of Cambodia, against all sense of decency. Today, the Vietnamese are considered to have been not only justified, but quite right in their actions. When a bloated bureacratic and unseemly political organization such as the UN has the final voice in deciding when it is acceptable to intervene to stop injustice, dictators and totalitarian regimes around the world shall rejoice.
