False, the KLA held 25-30 percent of the territory. But then it would depend on how one defines considerable amount. The Rambouillet agreement also sought to scale back Serb forces for police and troops at a time when the KLA force was growing, not just to stop the attacks on the guerrilla forces. NATO is basically stepping into a civil war/seccessionist struggle and requiring one side to reduce its force strength while leaving the other alone.
