The US military, on the other hand, sure has. The Joint Chiefs did not agree that the NATO policy of gradual air bombardment would work. If it was up to our military brass, this conflict would no doubt have taken a form similiar to the Gulf War: massive build up, decisive conclusion. As in Vietnam, you dont win a war by tying one hand behind your back and shackling a lead ball to your legs.
