Something along these lines does exist. My company was approached to sell a cellular system that would call our central station (where burglar alarms are sent). Our Central Station would know where the car was, because the car would have a built-in GPS. The problem, this system only works if the car can "see" the GPS system. The fix for this product's design limitations is GlabalStar.
