You left out a lot of Presidents. Harding, Coolidge, Hoover all intervened in the Caribbean. Jefferson intervened in Algiers. The State Department published an official list of all official American interventions, and it ran on for pages. McKinley seized the Philippines and Hawaii (1898) and Guam. Navy and marine seized forts in Korea about 1871. Perry opened Japan by show of force 1856. American troops invaded China to crush the boxers. American troops invaded Russia in 1919 (Archangel Expedition) -- the list goes on an on. International law is made up as you go along. If you hang war criminals after World War II, it becomes a habit. It is important to win, if you play these games, then you can write the international agreements later -- Shoot first, and sign treaties afterwards.
