Wouldn't some variation of the navigation systems used in Cadillacs serve the purpose? The Cadillac system relies on the transmitting of the car's location to an operator at the home base, who determines where the car is and then gives instructions over a cellular phone to tell the driver where to go. In the antitheft mode, a self powered device with a long life battery would contain a motion detector that would turn the device on (when the ignition was off or when the doors had been unlocked without a key or combination). The device would then periodically signal its location code to a variety of base stations ranging from analog cellular to CDMA, with location codes obtained through a GPS receiver. I believe there are GPS devices that now can be fitted to OMNItracs equipment.
