This situation didn't arise overnight, but has been festering for some time, and Bosnia established precedent for what could easily happen. There should have been no surprise... By the way, the reason that the world did not intervene in the expulsion of Serbs from Croatia was that it occurred in the context of a full- blown war over Croatian secession, and the calculation was made at the time to seek to end the conflict as rapidly as possible, not to broaden its scope. In this instance, NATO thought, perhaps mistakenly, that it could act more effectively. Of course, it may never be known if less bungling would have produced greater success...
