Not the same thing at all. That was AFTER it had already started -- at that point, the choice was not whether it should be done, but once underway, whether it should be stopped. Also, since NATO countries had already committed to the bombing, of course they were going to oppose the resolution at that point. No duh.

Also, since it wasn't the UN bombing, the resolution didn't get into the question of whether the action would have been lawful for the UN itself to do.

Totally different situation.

Old bureaucratic slogan: it is easier to gain forgiveness than permission. Do it first, then people will be so busy covering their asses that nobody will think about whether you should have done it in the first place. Very much in play there.
