think that the brutality and devastation caused by slob Milosevic and his thugs took the world by surprise. Who would have thought that the Serbs could've been so depraved? Lets not rewrite history even as it happens. Clinton was told that Milosovic would do this. He was just surprised at how effective Milosovic would be at it. He and Albright underestimated the enemy. A classic mistakes of leaders with no military background or experience (unless you count draft dodging as military background.) No military leader EVER underestimates the enemy. But don't pretend we didn't know it was going to happen, or how viciously the Serbs would fight for their homeland.
