There are always cases in which adherence to the rule of law results in individual tragedies. The law is not perfect. Those of us who work in it know that best of all.

But it is the best alternative we have to anarchy, under which many more people will suffer and die. I hear that child's voice. But I hear the voices of many other children in many other countries who will die even more horribly if we replace the rule of law with the rule that anyone is entitled to kill anybody he believes deserves killing.
