I can think of two solutions, both of which would, unfortunately, require a certain amount of omnipotence:

A proposal made earlier on some thread, which seemed a good one, was simply to redraw national borders along ethnic lines, and incinerate anyone who violates a neighbor's borders. This has a certain appeal for Africa, as it does in the Balkans.

Another possibility would be to build a large wall around the area and let them kill each other.

In all seriousness, there is no obviously right answer, and no matter what we do, or anyone does, we will have no way of knowing whether things turned out better, or worse, than they would have if we had done something else. The course we are on seems to have little potential for a positive outcome, but the road not taken hardly seems better.
