Chuzzlewit, I have responded to at least one of your thoughts in a post addressed to Steven (#34167). That, is you can read the post as a response to your comment about a "continuation of a thousand year old history of tribal warfare."

As you can see, that one got my goat. <gg> Sorry about that.

As for your other questions, I do not consider myself an expert on the Balkans. As a matter of fact, I even forgot that NATO had already had a great deal of experience -- 1993-1995 -- in bombing the Balkans (granted, under UN auspices), which no doubt is another reason why NATO leaders thought they could achieve their ends (whatever they are) by bombing a second time.

But as long as you understand that I am prone to such "senior moments", let me attempt an answer to the KLA question. If I recall correctly (a big if!), the KLA only emerged as an important force after the Albanian "moderates" (headed by Rugova) failed to get very far with Milosevich. The moderates had the ball in their court for a very long time, and they may yet get it back (this time possibly with Milosevich's help!). The KLA has on its hands not only Serb blood, but moderate Albanian blood as well.

In any event, I repeat that I am not an expert on the Balkans. And I can only wish our leaders were!!
