Glad you aren't in charge of Yugoslavia's strategy. They can buy the bombs cheap or make them themselves. Why don't they? Because if a carrier was nuked Serbia would be turned in a smoking, fused quartz charnel house. Only unaffiliated easy to hide terrorists can rationally use the bomb, and perhaps someday will.
